I think we need to establish some kind of command structure to avoid internal crisis in the future.
I suggest group of active users with varying traits and responsibilities. They could discuss and vote on anykind of suggestions they were given.
Its not that everything would needed to be decided by it, on the contrary. Only matters that need urgent decision.

I agree, I'm willing to take a seat of Government but I think that people should be voted in democratically.

If we were to model it off the UK Government then I figure we would need the following:
Prime Minister - Head honcho makes the final decisions. Can overrule any of the lower people. Foreign Secretary - Deals with outside problems Home Secretary - Deals with inside problems
Those are the three highest positions outside of sovereignty.

I'd rather have it as simple as possible. Just some simple rules. For the votes, how long keep poll open, what is sufficient majority on different issues. Perhaps a mailing list to notify of any decision needed to make. And in general, how many representatives and how are they chosen? How long they stay in. The usual stuff.

We could go for the German system: have a president as figurehead, and a Chancellor to make the real decisions.
Duration of polls depends. There should be 'emergency polls' which are open a few hours only, 'normal polls' which should be, say, 2-3 days, and 'policy polls' which stay open for a week. Majorities also depend on the gravity. Pacting with another alliance: 51%. Entering a state of war: 60%. Kicking a member: 75%. And so on. For some grave issues (like war) we could also mandate that at least x% of members need to have voted to make it valid.

I was thinking of specialists and well established people at first, with certain amount of voted people from whole body. But i guess it would form just fine if all were voted.

Unless we are going to have a " prime minister " with the ability to cast final decisions i'd suggest keeping the number of representatives to an odd number, I like the idea of having a pre-determined set of percentages needed for important votes to be seen as valid as well.

I think 9 of our most active members should be picked.
Each have equal weight in matters, however it falls to whoever is online at the time to act out the decided course of action.
I also like arminius's percentages.

War should be 60% in favour. We need to agree on this now so that the digg incident does not occur again.
