To me this all makes perfect sense, but whilst a web might make sense to the spider; an outside observer may not be able to understand it. Therefore you are my test audience for this post. Please post with whether or not you understand the post and possible suggestions; your opinion on which policy to adopt does count, but not here.
First of all I will note that I believe that the issue of colonisation of tsunami isles and non-tsunami isles be kept seperate, for now at least. Due to our peaceful nature non-tsunami isles that we take 'should' only be during either skirmishes or campaigns (ie. during warfare).
This first suggestion has the advantage of being simple and to the point. It does not of course take into account any losses made by a person clearing an isle; ie. 'sniping' could take place.
Containing two seperate sub-policies this suggestion does add extra complications which may dissuade people from using it. It is my belief however that this issue is not so simple as to be taken care of under a single 'rule'.
All of the above policies are of course open to editing to better reflect the opinion of the true Morkin member. There are in so far no names to refer to either of the suggestions, perhaps for now just refer to them as the first one and the second one.

- The person with rights to an isle is the person who colonised it first. Resourses spent whilst clearing an island does not entitle anyone to a claim over the isle.

- If we take an isle from you without cats, we will keep. Likewise, if you take an isle from us without cats, you keep, no questions asked. If you send catapults with your attack and colonise our isle, regardless of damage incurred, we will take it back. Compensation in these cases is at the discretion of those involved.
- If we plunder your new isle, having sent our fleets before you took the isle, we will keep what we plunder as we don't expect what we lose from our new isles in the same way, to be returned.
- Our colonisation fleets do not come with catapults so do not reinforce your new isles or we may be looking for compensation.

Notes
- Isles of Players first attacked before deletion fall under our Warfare Policy. This is because we believe the clock begins only once the island goes unowned. No prior harvesting, clearing or cating are considered fair to the spirit of the game as they represent their own ends and rewards independent of the island going unowned.
