OK, now I'm certain we're hitting situations where liths have nothing at the start of the game. I have visited a couple on turn 3 in a two player game, and both have nothing, even though nearby lords were not recruited. It's unlikely my opponent would have been able to pass through both locations so early in the game, even with a dragon.

I have had some some day one and two and later in areas of no possible opponent movement.

Liths have a 10% probability of being empty, although I'll change that so that the remaining 10% can be allocated to BOC

Liths have a 10% probability of being empty, although I'll change that so that the remaining 10% can be allocated to BOC I don't know if this have been implemented yet, but in a very recently started game I just had three liths in a row turn up nothing, and no one else has been around, so either I'm just extremely unlucky, or there's is more than 10 percent of liths that's empty from the start. I think it's the later
