I know when I'm beaten. Even with a guerrila war, I wouldn't be able to significantly reduce the odds in your favour. I started by the lake of Fadrath, not such a bad position , but only if you started, say, in Gard. But maybe we could start another game and see if I have more luck?

I've tried experimenting with different algorithms to stop the preponderence of NW starts for player 1. However all the algorithms that I've found on the web are either just as bad as the default PHP shuffle() function or don't work. I'm looking at approaching the problem from another direction, namely randomising the order of players after the game is created (but haven't started that code yet).

Thet would be nice, because the first player has an advantage.
But perhaps you could sort players by win-loose ratio, number of games played, the experience status they chose for themself, etc. And then randomise the order only of those with all categories equal. The point being that the best / most experienced players would always go last.

If you're going to implement the handicapping system Matija suggested, you'll need a proper ranking system. Going by numbers of games played, or even worse, by selected level of experience, is just not good enough. I'd suggest you implement a totally random shuffle for now, and leave the handicapping until a ranking system can be designed and implemented. There's another saying: "don't try to run before you can walk".
