I think it would be an idea to prevent mountain starts in games where mountain terrain is impassable to player lords. Otherwise this will lead to confusion, not to mention give some players a considerable disadvantage.
EDIT: The importance has been bumped up to high to cover the eventuality of anyone starting completely surrounded by mountains - or next to the valley of Coroth, from which they would then be unable to escape.

Not to mention that someone might get struck in the middle of the impassable mountains.

I didn't mention that because so far I haven't heard of anyone starting completely surrounded my mountains, but if this is possible then the importance would be raised to "HIGH".
