When in keep or citadel lord may transfer his army and boost their strength to utterly condition whatever their previous strength condition is..How? First time he creates garrison and seeks for shelter. When a night for garrison falls he may transfer all his men back and then again make a garrison and for garrison is dawn instead of night. Unlogical. In previous beta 0.1f i think when someone use garrison for seeking even if enemy takes that keep that day he will find a night for garrison and i think that is ok.

I think that when a lord / garrison exchanges soldiers with another lord / garrison, the receiving party's remaining hours should become the minimum of both parties remaining hours.

Hmmm..not bad, sounds quite reasonable but if there a little time for lord remains when he arrived in keep or citadel and including the probability to get shelter he won't rest quite much.. That make keeps and citadels as shelter providers almost obsolete..

I'm not quite sure what you mean. This wouldn't influence resting in any way if no soldiers are exchanged, and even then only if a citadel / keep already had reduced hours.

If it would be like you have said Matija, during transfer both of garrison and lord get the time which is minimum of this two, the affect would be the same as lord rest self and his army without using adding help of garrison to refresh his army. Which means, lord seek rest for himself and his army into the keep spending his precious time..
