Here's the scenario:
You have a lord with 2401 men at a citadel. He has waited until the citadel gained the 99 men to fill his army, but the ciradel now has 101 men.
It is not possible to recruit the 99 men and discard the other 2. The lord must wait until the citadel has gained 149 men to recruit the 99.
Had the citadel totalled 99 men instead of 101, then all could have been recruited leaving the citadel empty.
It's a small issue but inconsistent.Perhaps a warning could be given that x men will be disbanded before allowing the transfer to go through anyway?

I have tried something similar, and found a way around it:
I transferred soldiers to the garrison so it max'ed out at 2,500, disbanded my remaining 10 or so soldiers, and then transferred the whole garrison of 2,500 to my lord's command. Works, but a bit of a bother.

Works, but a bit of a bother. Well spotted. Yes, that's a workable solution, at least for now. I'll drop it to very low then.
