I've been talking to fhloop/loafnut, and he seems to agree with the splitting idea, but there's internal resistance. How about we say we withdraw our pact, UNLESS they split into groups < 100, in which case we agree to pacts with those groups? If we sit and wait for them to act, then nothing will ever happen.

I think that kind of action might be counter-productive and some might see it as a threat, leading to more resistance to dividing.

We would phrase it in a reassuring way.

Ask them to split off a single <100 member alliance and we will pact with that alliance immediately. After they have fully dissolved we can try to create 2-3 different DIGG factions by choosing to pact with only a certain number of those new alliances. If they actually go through with the split, we will need to step up and support them heavily in the beginning and then can take steps back from other elememts of the DIGG alliances to try to make the server more competitive again.

I think we're kidding ourselves by talking as if they would actually ever split. Loafnut is merely playing lipservice to it, because he knows it is what we want to hear, and he wants us to fight for DIGG against Pantheon.
The current Admins will go down fighting before they'd split. The membership would never allow it. Any "split" would merely be a superficial, in-game one only. Their forums unite them (~50 people on at any given time, near a thousand posts a day on weekdays).
They wage wars to keep the alliance together - rather than risking the dreaded "boredom", they seek campaigns to ensure members stay involved and attentive. This is why I am so skeptical of the fate of the server should DIGG defeat Pantheon - DIGG will continue to seek wars, yet it will be nothing more than slaughters of alliances 1/10th their numbers.
We can pursue the them splitting, but I would bet my account that it never happens in substantive terms.
