Without wanting to patronise many of the FoM members who know a lot more than me about building, here are a few thoughts, feel free to add to them!
(This isn't a guide to developing your first isle, we've already done that, but for later colonies)
1. Get the resource generators built, but not so high that you make the island a tempting target for colonisation. It's probably a good idea to have a force of stoners always ready to ship onto a new colony to act as some kind of deterrant. Once the new colony is in a position to build it's own defences and ships, this force can be moved to the next new colony.
2. Re above, get the main house built so you can build barracks, lab and harbour, so you can defend your island.
3. During this time you will need to ship in resources from your main or any isles which have spare resources, so you can build 24/7.
4. Build your stone wall and watch tower up a few levels in between building other more expensive structures.
5. Once you are producing spears to defend your isle, go back to maxing out the resource generators, you probably don't need stone quarry higher than about level 12-15 and lumber mill level 18 initially, concentrate on the gold mine.
6. Once you have the resource generators sorted, go back to the main wall and then finish off the other structures you want.
7. Now you can start looking for a new colony, but only if you feel the one you just developed is well defended. I think it's a good idea to have a colony ship ready and built at all times in case a good and well developed island comes up as a possible target.
8. If you have several islands developed, consider shipping resources to one island so it can produce spears, LWs and cats 24/7, but I think it best to produce spears 24/7 on all islands to defend them, so just ship whatever is spare from those isles to the main.
