I think Jean-Yves is calling the current movement penality for Dragons in forests a minor bug. However, I would suggest we keep it.
In the current gameplay Dragons are great ranging scouts, except in the forests where their movement is greatly slowed. Fair enough, you could claim that the forests hides most armies moving through them even from the air, making it much more timeconsuming for a dragon to scout a piece of forest, with perhaps he added difficulty of finding a suitable clearing the the forest to land and take off.
Gameplay-wise this gives a player a chance to avoid detection my enemy dragons by moving through forests where possible. Of course, a dragon can still svout forests, but slower than elsewhere, and at greater risk of being detected itself. To sum up, I like things they way they are now, and don't think the bug should be fixed.

If the dwarfs move in mountains as in plains and slower in downs why shouldn't dragons move in mountains as in plains and slower in forests? No logic neither of that two but good for the game. They would be too powerful if that wouldn't be so.
Actually dragons move in forests like wises: 0,75h straight and 1,05h diagonally.

Well, I noticed the bug too, more so because dragons tire much faster when moving through forests than everywhere else.
I don't mind keeping the effect - Mads has come up with a plausible explanation - but I still think the bug itself needs to be located.
As for dwarves, they should move as fast through downs as they do on plains and in mountains, but I think they ought to be slowed down slightly so they actually move a little slower than infantry. To balance this, they ought to have higher stamina, so dwarves should tire less than infantry.

I know exactly where the bug is, and actually have it on my todo of bug fixes for the next release.
For the techies, part of the next release is to create a data-driven time penalty (a matrix of race/terrain with penalty at the intersections)

If you slower them they would move like in forests and downs, so no bonus effect.

Not if he does it like that, with a double entry table. That way you can customize every combination of race and terrain.
