No, the whole purpose would be that with an inferior army, but a lot of luck in searching for gold, one could still get a citadel victory.
Now that I'm thinking of it, when the system of points, instead of number of citadels is implemented, keeps could also count (like 1 point vs. 5 or 10 points for a citadel), and upgraded keeps would bring more points.

Indeed. Keeps were always going to count 1 point for the new VC (which is still some time away!), but I was not sure how many points to give a citadel. Still not for that matter.
It's very hard to change the way to make it do what you're thinking of. In MU, there is no such thing as a Citadel or Keep really. There are terrain types of C and K, and there are Garrisons that are effectively static lord records with an ownership field pointing to the owning lord's record. So the only thing that could be upgraded is the garrison, but since this can be destroyed, you would lose all the citadel's enhancements if the garrison disappeared. Not realistic.
A shame, as I would have liked to have enhanced citadels with anti-siege engines (like in LOTR 3!)

The only reference I can find to such things is "shot and dart fell thick [at the attackers]; siegetowers crashed or blazed suddenly like torches". That's about it, but the whole siege sequence in the movie is a clear example of one of those places where Jackson decided to improve on the original. That, and cater to the flow of the videogames that was already planned. Please do not improve too much on the original, Jean-Yves

Jesting? Of course not. I am working on a 3D animation engine to propel targ helmets straight out of the screen at the player ;D
