Moving the Take x number of Citadels VC further, here is how I see it working ultimately:
A player would win if they took x citadels and held them for y days.
Both x and y would be user-definable at New Game stage.
Sound about right?

Right on! Alternativly, a VC could be holding X citadels with at least Y troops each, Y being somewhere between 250 and 1500. Anyway, Jean-Yves, You don't have to make too much fuss about all these various VCs. I'm very happy with the pure Regicide option, but I admit the tactics of a few certain players make different VCs advisable as well. Regicide or 16 Citadels (simply held) would be my preference in any 2 player game.

Strongly agree. Now, Matija's suggestion was good: move Light to Kathryn's place (with Terrain and Targetta) and shoot Kathryn up to where Light now sits...

Hmmm.... maybe..... But then there would be no fey in the SW. Mind you there are no targ there at the moment either, unless I make Ishmalay targ instead of free? Would Ishmalay benefit from being a citadel, or would that be too crowded with Kur-Aruth there too?

I think the balance is fine with Ish as she is. But if you really want, why not give the handmaiden and rachel 500 men each after switching kathy with targetta?

Choosing one citadel to hold for one day would end the game pretty quickly.
