I'm not against this suggestion, but I think that it would gain nothing for beaten, but yet breathing player. Few more agonizing turns, maybe.
Think about it: with current rules, it will take at least two-three days to "create" 50 men to establish garrison. And then many, many more turns to build even slightly decent army.
With new victory condition being capturing citadels, this most certainly won't happen.

I think we already discussed this. And agreed that prolonging agony by chasing players with few soldiers around the map isn't much fun...
As I said: I'm not against it, just think there isn't any point in implementing it, since it won't change anything victory/survival-wise.
But, as always, if majority is for it, who am I to argue?
