Mads mentioned he was establishing his new colony on a planet with plenty of space - nothing wrong with that, and his reasoning is sound, but my thinking went in the opposite direction, I chose my third planet for its smallness so that I could fill it to 50% in a shorter time, perhaps at the same time as my second, and thus reduce the resource penalty.

I think it's a trade off between short term production and long term 'having room for more guns'.
Obviously it would be nice to get rid of the production penalties, but I feel I had built up the capacity of my two first planets enough to accept a 40 percent penalty for some time, and the third planet will just build extractors and the odd fussion power plant for the forseeable future.
