Not a bad idea, not at all, but given out commitment to PWS it would be rather futile, so I'm not committing, just promising aid on a case-per-case basis.
He later adds that it's personal membership, so individual members of Morkin can contact him as they like and join without leaving Morkin.

The Federation of Islands
The Federation of Islands ( FI ) is a project that aims to create a cooperation among some alliances and some single players of Inselkampf. This project started inside the PWI alliance and it will have this alliance as its leading member.
The Federation of Islands will operate on three fields: military forces, trade, development.

1. MILITARY FORCES:
Every player has his own military forces. Somebody has many and somebody else has few. Who has really many, like the top players, has probably nothing to be worried. But this is not the situation of the majority of the people who play this game. Anybody of us could risk to lose everything for a small mistake ( i.e.: attacking the friend of a strong alliance ), for the decision of another player ( i.e.: he decided to destroy us, because he simply wants our island ), or for the mistake of somebody else ( i.e.: a member of our same alliance had troubles with somebody, and this somebody decided to attack and destroy our whole alliance ).
The only one solution to this problem is to have an army bigger than your enemy’s one.
This can be generally obtained in two ways. The first is to grow our own army day by day, hoping to have no troubles before that our army is really huge. The second is to have very powerful friends, who can help us if we have a problem.
We propose a new one: a Federal Army.
The Federal Army will be composed of troops from different players and different alliances. Every member will give to the Federation troops and/or resources for producing troops. These troops will be added to those of the Federal Administrator, creating a larger army. This army will be used by the Administrator any time it is necessary, both in defense and attack cases.
The advantage of having the whole army in the hands of a single player is in the timing and in the calculation of the attack results. If all the members should decide to attack separately, their attacks would reach the enemy in different moments, giving him enough time to prepare a defense or a counter attack. Not only. The losses would be calculated separately too. This means that, even if the total of the attacking troops is bigger than the troops of the defending player, the battle could be lost ( this could happen if the defender has an army much bigger than every single attacking army ). If instead the attack is done with one large army, the enemy could be defeated or heavily damaged much more easily.
When an army attacks somebody, some resources are generally plundered. The resources plundered by the Federal Army will be divided among the army members, depending on their army percentage. The player will have the chance to:
A. Receive these resources at the end of the war.
B. Use the resources for producing new troops in the Federal Army, increasing his percentage.
The percentage of Federal Army owned by every player is the a sum of the resources and the cost of the troops that the same player gave to the Federation ( considered value: 1 gold = 1 stone = 1 lumber ).
i.e.: Supposing that the Federal Army has a total value equal to 1000. If a player gave 1 stone thrower ( cost: 50 gold, 10 stone ), 10 gold and 30 lumber, he would have a value of 100 points. 100 points are 10 percent of 1000. This means that the player would own 10 percent of the Federal Army.
Be aware that the troops or the resources that a player gives to the Federation cannot be sent back.

2. TRADE:
It is difficult to have good trade in Inselkampf. The reasons are many. Two of them are:
A. Except for the case that we have trade with somebody that we already know, we cannot be completely sure to receive the gold or the merchandise that the other player should ship us.
B. The ships spend long time traveling from a place to another. Having trade with another player can mean to receive the shipment even 4-5 days after it left the starting island.
The plan is to build a net of players able to work as shops. Every shop would serve the players of his area, letting them know the available items and the time for reaching the destination. This system would be safe, because checked by the Federation. The merchandise would have well defined prices; these prices would be the same for any shop. Being the possible buyers divided by area, they would be served by the nearest shop. This would allow short times of consignment.

3. DEVELOPMENT:
One of the ideas of the Federation is to help the weaker players to develop more quickly.
This help will be given through suggestion but also through free material support.
Even if, strictly speaking, it should be forbidden to give resources or troops for free, we believe that this kind of help can make the game more pleasant to play and doesn’t damage anybody. We must also say that many players give their resources to other players for free: this is a form of kindness, and it has nothing to share with what multi or hackers do.
