It would be fun if recruiting terrified enemy lords, when alone, were made possible. Or even very scared ones, since the former are very rare (Fawkrin being the only one that comes to mind, and some unfortunates at a lith)?

Maybe the wise could be given an ability to terrify (already scared) single lords and thus make them recruitable?

Could be part of the morale bonus, yeah. As for recruiting, I think that the Very Scared status, which I wasn't even aware that existed, could indeed make it work...

I've had lords that were very scared from the outset - and became terrified when they found Thorns of Despair when I tried to improve them.

I specially like the "atrophy" bit. I'm picturing piles of zombielike MSN addicts trying to cope with the broad horizons of MuMu. The day the Earth stood still ;D
