I Like it.
Easiest way to impliment it would be a 100% chance of finding refreshment in Keeps & Citadels, and making the amount of refreshmen small. (this would need a very little recoding i think)
Anyhow this leaves the situation open when in battle. For this, (and for the game in general), i now figured very simple and brilliant solution:
Armies get an efficiency for the coming nights battle, depending how many hours they still have left in the day. This would solve many other problems as well, and make the game more strategic nature.
So you could use 3 hours for resting, and get a 70% efficiency, or if you used no time for anything, you'd get 100% efficiency.

Defending armies could still get some refreshment.

I think that automatic refreshment would be against the principle of the efficincy-thing.
Attackers would get efficiency of 100, yes, but they should, they're attacking, not on a picnic!
Defenders however would be in better position & shape sooner or later, beeing able to refresh themselves. And they can't be on the walls defending, if they're eating & resting.

Yes, _some_, but not enough to restore their energy entirely. In this way a defening force would slowly loose it's strength in continued fighting, but an attacking force would loose it faster. I agree.

Should I understand this as if an army spends half the day resting or moving, it only attack with half power? Yes, something like that.
