Seems to me like it's much more profitable to go to a lake than to a citadel for refreshment
chance times amount in lake is much higher. Lakes needs to downgraded.

I sometimes spend more than 2 days at the lake. If chances were much worse they would become useless.
Lakes are for those that are exhausted from travel, where recovering a level doesn't mean much. In battles, they can be a savior or a doom, depends on your luck.
Citadels are useful when enemy threatens: they offer protection and recover few levels of energy you lost in battles.
Personally, I would slightly increase chances of finding a shelter in friendly citadels, and leave lakes as they are.
