What is our policy about attacking/plundering single, non-allied neigbors?
Should we let them be, or can we attack them freely if chance is right and numbers are in our favour?

If they are level 1 I raid them because I assume they are inactive - I've put a message to that effect in my text, so that they can PM me for reparations if necessary. If they are higher levels I attack anyway and see what happens! SHould we have a policy you think? I never bothered raiding them until my unused islands all disappeared!!!!

I try to monitor their scores for 2-3 days and if I see that they stay the same then I attack. I have changed my info text adding that if i raided someone it's because I thought he was inactive, so there is always the excuse.

Hm, personal opinions mean nothing. With all respect. What is OFFICIAL, ALLIANCE stand on this issue. For example, I have one neighbor, only 2,3 NM away, which I want to attack and plunder.
But, if out diplomats decide that we shouldn't do that, then I won't. But I need to know.

IMHO, I think it depends if they are in an alliance or not. If they are not allied its worth the risk and you could sort any fallout on a local basis. If they are in an alliance, that could be tricky. If the latter wait till most of us have catapults and colonies and we are in the top 10. we can do what the hell we want then (just about)!!!!!
Until then I think we would get the reputation of being dishonourable, which most of the top 5 seem to rant about

As I mentioned - non-allied. Solitary. But they could become a threat if, when they develop, join some, possibly hostile, alliance.

I don't have any empty islands within a 3 hour radius, so I have been exclusively attacking occupied islands and up until recently I have had no complaints.
The two clues I use are memberid and score.
You can find a users memberid by hovering over the link for their name and reading the querystring. For example my memberid is 29549, Natmus is 29150 and our newest member Robillard is 33334.
It is therefore safe to say a player with a score of 1 and memberid < 32000 is probably inactive. One island I attack as often as practical has a score of 5 and memberid of 6879.
However some can become active later:
Sk8r13 (Score:2 - Rank:5672 - Member:31116) Buildings: Main House:1, Gold Mine:1, Stone Quarry:1, Stone Wall:1 Resources: Gold:1000,Stone:1000, Lumber:1000 @ 05.08.2005 02:47
who I have plundered for 1000s of resources messaged me to request no more attacks. Fair enough and I'll remove him from my list.
So, I say it's ok, but be prepared to make repartiations if it becomes an issue.

I agree the key here is to ALWAYS be prepared and more than willing to stop attacks and repay at least a reasonable amount to an owner contacting you at some point. Of course when one has a storehouse that has been full for days, it is not necessary to pay him or her back more than one full storehouse because the rest he would have produced would have been lost to him/her anyway.
I care a lot about us not becoming or being seen as unfair, abusing our position according to the laws of the jungle. We can do better than that. Sorry, if that sounds too idealistic perhaps, but that's how I feel about it.
No problems with finding inactive islands, but be careful and lenient and DO inform them even when they are not there seemingly.
