Hm I didn't get that. With the recruitment penalties, being a Targ or Dwarf is a huge minus...

Both Targ and Dwarrows have movement bonuses they can use to bypass safe neutral lord (leaving them to be recruited by follow-on allies) and speed ahead to borderline lords and recruit them. The penalty only applies to recruitment by the king himself, not his allies. So instead of recruiting a lot of lords himself, the Targ or Dwarrow king recruit a few lords that become the centre of clusters of allies. Sorry about the thread pollution. Returning to the proper subject, the Citadel V.C., Fernando and I had a game where I get to 13 citadels in 9 turns. I had a very good start on the Plains of Kor near Spider, and Fernando a bad start in the SW, but the contest was very unequal. I think 12 citadels are to little for 2-player games, even if can be suitable for 3 player games and very hard for 4 player games.

The penalty only applies to recruitment by the king himself, not his allies. Actually, unless there is a bug, the penalty should apply to ALL characters, kings or otherwise. Is there a bug?

What I meant was, the not-same-race penalty that is especially hard on Targ and Dwarrows does not reflect on eventual Free, Foul or Fey allies they recruit (apart from their own special penalties). My point was really that Targ and Dwarrow king should be utilised as fastmoving agents to get to distant neutrals early, and let those allies do the more mundane recruiting.
