But the garrison of his citadel was still reported as enemy. When I recruited the lord, it became, correctly, a vassal garrison.

This is actually a deliberate bug. A bug yes, but one that is there at the moment to make my life easier.
The code is much simpler to just switch lords to neutrals. If I had to do garrisons, I'd have to a go a-looping for them, and I haven't got around to that yet.
But I will address it at some stage
