I'm for resuming military action until they publicly admit to the error of their ways.
Intrigued, I have sent Lorjeo an intentionally provocative message:

And my old O3 isles as well. To be honest, they shouldn't be begging for anything since they lost the war.

Word on the street says [Orc] and [Empire] will be fighting together against E|S.

Damn public schools and crazy French Canadian teachers. mere is a female word, so the ending for female possessive nouns is a so it should be J'aime danser avec ta mère. That's what you get when your second language is French

Reply Lorjeo: And I haven't forgotten about the other isles in O3, I just wanted to know specifically where Lorjeo stands. I'd say he's with the conditional surrender "we want to keep our emperor" crowd.

It's time to end nogotiations. It's an all or nothing offer, in the end, and those not agreeing to our terms are the ones we will target.
We just need to discover who they are and then get to it. Maybe it's time to roll out my 1500 LWS fleets in all it's terrible glory?

I say we ask for that list and set a deadline for all naysayers to change their minds. Then resume hostilities against all those who stand against us.

I think we should start espionage missions on the isles that we have demanded back. They seem to be happy with that list, but want to buy the o3 ones off. Sostice I think was happy to swap those for o2 isles, so I'm waiting for a response.
But we should work out what the shape of those isles we want back is in terms of buildings and troops.

While we sit and wait for someone in E|S to step forward and help us out with a list of possible targets, they get stronger. Why not simply offer them an ultimatum, give us those who wish to stay out, or we'll attack players of our own choosing, or we will simply start attacking players of our own choosing now.
There is no reason we should be giving up any further delay on this. Its clear that a total peace with E|S is not going to work, if those that wish to stay out are not going to come forward right now, they risk attack, simple as that. Details on specific islands we want back and the ones we lost ect. are going to be changing if we resume attacks anyways, so why spend time on those details now. If needed, they can be worked out with those E|S players staying out of the conflict, once it resumes.
I say we start spying now, and flush out those who wish to remain peaceful, then attack the remaining. Us waiting for them to provide this information is giving control back to them.
