I'm heading for 4000 spears on each of my original 3 isles already - it'll be a while before my new acquisition Morildrane has a decent defence though. At the minute I'm just building cats non-stop (on all 4 isles 8) ) and spears with any cash left over. I found out the hard way in this war that you need a good surplus of cats to cover losses in battle! Maybe 70+ cats for every isle with a cat-enabled fleet.
Even 4000 spears is nowhere near enough. Consider a 300LW fleet, that'll take 1500 spears, and when it is out attacking somewhere your defence is down to just 2500. So you need 3000+ spears as your standing army, with the troops for your fleet on top of that. So an isle with a meaningful 500LW fleet needs 5,500 spears minimum (or loads of archers)!

I can describe two of my clusters that each holds 7 isles, the ones centred at 22:9 and 13:90. Both clusters are set up in the same way. 2 isles, the oldest, are fully combat capable, producing soldiers (spears and archers in the 5 to 1 proportion) and cats 24/7 and have colos boat capability. (I feel that 2 colo boat isles central to each cluster is a reasonable safeguard against fleet steals on the battle isles.) They also produce mainly LWS whenever the resources are available. To support these 2 isles I have 3 support isles, that only produce gold and lumber and ship it to the two big isles. No defenses of any kind, but watch tower level 20 is mandatory. Finally I have 2 isles that I call stand-alone isles. These 2 isles produce soldiers 24/7 and then LWS when there are enough resources to spare. These isles only use their own resources, occasionally recieving or sending stone depending on their needs. (*) Many of these are previosly owned, and some have large stone quarries, where I ship the surplus around to save building quarries on other isles. (**) I used to have a target of store house no higher than level 13 (10699 units) on each support isle, but the vacation made my access less regular, so I expanded them to level 15 to avoid loss of resources. About the composition of my soldiers, I almost never build stoners, as I depend on other means to avoid being attack, mainly deterrence. When I start building soldiers on an isle, I hurry up getting spear capable, and build spears until there are at least 1500-2000 of them. At that point I begin mixing in archers, building in batches of 25 spears followed by 5 archers. When I have 4000-5000 spears and some hundreds of archers I change the ratio to 25 spears and 10 archers. This way I eventually reach a decent attack force of mixed spears and archers, without neglecting the defensive force of spears.
